Iowa City Police Chief Search
Following the Monday, Feb. 24, 2020 retirement of Chief Jody Matherly, the City of Iowa City launched a recruitment process for the position of Police Chief. The Iowa City Civil Service Commission formally approved the recruitment plan at its February 7, 2020, meeting.
Public feedback is important throughout the entire recruitment process. To offer your thoughts on the characteristics needed in the Iowa City Police Chief, please email the recruitment team at firstname.lastname@example.org. The recruitment team will consist of the City Manager, Assistant City Manager, and Human Resources Administrator. Written feedback can also be submitted to the Human Resources Office at City Hall, 410 E. Washington Street. All emails and written correspondence are considered a permanent public record.
Step 1: Approval of the Recruitment Plan by the Civil Service Commission – (Complete)
The Iowa City Civil Service Commission approved the recruitment plan at its February 7, 2020 meeting.
Step 2: Initial Recruitment of Qualified Candidates (Complete)
The public can view the Position Profile. Applications, along with resumes were received on or before Thursday, April 30, 2020. The job listing was posted to 17 different websites, professional groups, and job search services, including: Craigslist, Engaging Local Government Leaders (ELGL), GovDelivery (City of Iowa City), Facebook, GovtJobs, Hispanic American Police Command Officers Association (HAPCOA), Higher Education Recruitment Consortium (HERC); Iowa League of Cities, Iowa Police Chiefs, Iowa Association of Community Providers (IACP), Iowa City/County Management Association (ICMA), Kirkwood Community College, LinkedIn, National Association of Women Law Enforcement Executives (NAWLEE), National Organization of Black Law Enforcement Executives (NOBLE), Twitter, University of Iowa Handshake.
Step 3: Candidate Review (Complete)
This stage of the process included responses to a written questionnaire and multiple interview panels involving internal and external stakeholders. The following interview panelists assisted with the interviewing of candidates. Stakeholder participation in the panel should not be construed as endorsement of any of the candidates. Interview panelists provided valuable feedback on each candidate, but the decision to advance candidates to the finalist stage was solely that of the City Manager.

Step 4: Announcement of Finalist Candidates (Complete)
On Thursday, July 30, 2020, the City Manager announced three finalist candidates for the Police Chief Position. Candidate information listed below.
Jason Lando: Commander, Pittsburgh Pennsylvania Police Department
Dustin Liston: Lieutenant, El Paso Texas Police Department
Jeremy Logan: Chief, Oelwein Iowa Police Department
During the finalists process, the City conducted background and reference checks. The City also hosted a public meet and greet for the candidates as part of the final selection process activities, including an additional interview, a Police Department employee meet and greet, a private youth engagement session and a public meet and greet event. Meet and Greet
A socially distanced meet and greet with the three Police Chief finalists was held on the evening of Monday, Aug. 24, 2020. Step 5: Civil Service Commission and City Council Approval (September-October)
The City Manager has announced the appointment of Mr. Dustin Liston as the candidate. As required by City Code, the City Manager will seek approval from both the Civil Service Commission at their Thursday, Sept. 24, 2020 meeting, and the City Council at their Tuesday, Oct. 6, 2020 meeting. The public may share their input with the City Council until Oct. 6 at email@example.com. All City Council correspondence becomes a permanent public record.
