At a ceremony Friday, Feb. 3, 2023, in Emma Harvat Hall, the Iowa City Police Department promoted two officers and welcomed two new officers to the department.
Promotions
Lt. Jeff Fink was hired in September 1999 and promoted to sergeant in March 2016. During his career, Lt. Fink has served as Crisis Negotiation Team leader, detective, detective sergeant, and field training officer. In his new role, Lt. Fink will lead the Office of Professional Standards.
Sgt. Eric Nieland was hired in February 2013. Sgt. Nieland's roles with the police department include bike officer, crime scene technician, field training officer, LGBTQ liaison, Project Lifesaver team member, and detective. Sgt. Nieland is assigned to the Late Night Watch.
New Officers
Officer Dustin Carolan was a Decorah Police Officer from 2011 to 2013, then served with the Iowa City Police Department from 2013 to 2020. Officer Carolan returns to ICPD after serving for three years with the Iowa City Fire Department.
Prior to joining the Iowa City Police Department, Officer Blair worked as a police officer for the Ames Police Department and as a game warden in Wyoming.
