After a 33 year career with the Iowa City Police Department, Captain Jim Steffen retired effective June 1st, 2015.

Captain Steffen has been with the police department since 1982 and was promoted to the position of Sergeant in June of 1995. As Sergeant, he served in the Patrol Division, the Records Division as the Public Information Officer, and the Investigations Division. Sgt. Steffen was promoted to Lieutenant in December of 2000. As Lieutenant, he served as the Watch Commander in the Patrol Division and the Investigations Division. Captain Steffen is a graduate of the 201st Session of the FBI National Academy and takes with him a vast knowledge of the Iowa City Police Department and its operations. Captain Steffen will be missed by all who had the honor of working with him.

On Friday, May 29, 2015 during a ceremony at Emma J. Harvat Hall, Iowa City Police Chief Sam Hargadine announced the following promotions.

Captain Troy Kelsay and Police Chief Sam Hargadine
Receiving the promotion to replace Captain Steffen was Lieutenant Troy Kelsay. Captain Kelsay was hired as a police officer in July of 1991 and promoted to Sergeant in October of 2001. In 1992 he received a BS in Liberal Arts from the University of Iowa and is a 2012 graduate of the FBI National Academy. Captain Kelsay has held assignments in the Patrol Division, Public Information Officer in the Records Division, Training and Accreditation and most recently as the Evening Watch Commander in the Patrol Division. He will be assigned as the Captain of Field Operations. 

Lieutenant Denise Brotherton and Police Chief Sam Hargadine
Sergeant Denise Brotherton was promoted to the rank of Lieutenant. Lieutenant Brotherton has been with the police department since 1995 and has served as a patrol officer and investigator before being promoted to Sergeant in June of 2008. Lieutenant Brotherton has served as a Sergeant in Patrol and as Public Information Officer in the Records Division. Lieutenant Brotherton has a BA degree in Criminal Justice from Mt. Mercy College and is a 2014 graduate of the FBI National Academy. Lieutenant Brotherton will be assigned to the Evening Patrol Watch as Watch Commander.

Sergeant Kevin Bailey and Police Chief Sam Hargadine
Officer Kevin Bailey was promoted to the rank of Sergeant. Prior to his promotion, Sergeant Bailey served in the Investigations Division as the department's juvenile investigator. Sergeant Bailey was hired by the Iowa City Police Department in April 1999 and has a BS degree in Sociology from Upper Iowa University. Sergeant Bailey is currently in a graduate program at Mt. Mercy College and had recently been working with the Georgetown Public Policy Institute which has led to the creation of a local juvenile diversion program. Sergeant Bailey will be assigned to the Late Night Patrol Watch.

The promotions of Captain Kelsay, Lieutenant Brotherton, and Sergeant Bailey became effective June 1, 2015.
