The first phase of the Downtown Washington Streetscape Project will begin Monday, April 11 with work on Washington Street that will stretch from Clinton to Dubuque Street. Work includes reconstructing the Clinton and Dubuque Street intersections. Project leaders anticipate that phase 1 will be completed in late July. During the Washington and Dubuque Street intersection work, one-way southbound Dubuque to eastbound Washington Street will be open to traffic at all times. 

Crews will also work to upgrade utilities, grading and paving during this phase. Temporary lane closures on Clinton Street will be necessary in order to install a new water main. The Clinton Street intersection will be reopened to full traffic in time for the 39th Annual Old Capitol Criterium Bike Race (Chris Lillig Memorial Cup Omnium), which takes place Sunday, May 1, 2016. The Clinton Street intersection will be fully open to pedestrian and vehicular traffic for the Iowa City Jazz Festival from Thursday, June 30 through Wednesday, July 6. The Dubuque Street intersection will also be fully open to vehicular and pedestrian traffic for the Iowa Arts Festival Thursday, June 2 through Sunday, June 5 and for the Iowa City Jazz Festival from Thursday, June 30 through Wednesday, July 6.

Washington Street will remain open to pedestrians at all times during the duration of the project, maintaining access to downtown businesses. Drivers are encouraged to find alternate routes until project completion in late July. Once phase 1 of the project (Clinton Street to Dubuque Street) has been completed, this section will reopen to full vehicular and pedestrian traffic.

Business and property owners on Washington Street are invited to attend weekly meetings on Fridays from 10 a.m. to 11 a.m. that will provide project updates until its anticipated completion in the fall of 2016. The first meeting will be held Friday, April 15 in room 103 of the Senior Center, located at 28 S. Linn Street, Iowa City. Subsequent weekly meetings will be held in room 205 at the Senior Center.
