Customer Self-Service (CSS) Portal

The City’s Customer Self-Service (CSS) Portal lets you handle many services online in one place. You can:

  • Apply for permits and programs
  • Pay fees
  • Request inspections
  • Track your application status


Getting started

To use the CSS Portal, you’ll need to create an account. Once logged in, you can manage all your applications and requests from your personal dashboard.


Building permit inspections

  • Inspection requests must be submitted through the CSS Portal
  • Most inspections require at least 24 hours’ notice
  • After staff review your request, the status will update to “Scheduled” on your dashboard


Payments

  • All payments are made through the CSS Portal after creating an account
  • Online payment is the fastest option
  • No fees for debit or credit card payments

Large Payments

  • Payments over $15,000 must be made by check or money order
  • For assistance, call 319-356-5135


Applications Available Online

You can submit the following through the CSS Portal:

  • Abandoned Building Registry
  • Board of Appeals applications
  • Rental permits:
    • Bed & Breakfast
    • Standard
    • Enhanced
    • University


Rental permit process

  • An email address is required to apply for or renew a rental permit
  • All communication (inspection notices, reports, re-inspections) is sent by email only
