Immediately following the start of land disturbance activity, the NPDES General Permit No.2 mandates that the permittee must regularly conduct inspections and document all site activity, inspection results, corrective actions, and contractor certifications. At times, these obligations will result in the modification of the SWPPP. The list below defines each of the required duties a permittee has agreed to, upon receiving their NPDES GP2 and CSR permits:
Weekly SWPPP Reporting – All NPDES General Permit No.2 permittees are responsible for conducting and documenting weekly SWPPP inspections once every seven days. Exceeding the seventh day, and failing to accurately document onsite conditions warranting corrective actions, is a violation of the NPDES GP2 and CSR permit and will be subject to the issuance of a municipal infraction.
Construction Activity Log – A ledger of onsite land disturbance activity, flatwork, and sediment and erosion control practices. Documentation of onsite activity, which includes the implementation and modification of erosion control practices and sediment control installation, maintenance, and removal, is a requirement of the NPDES General Permit No.2.
Erosion Control Plan Documentation – The updating of onsite sediment and erosion controls practices on the project’s erosion control site plan. The permittee is required to document the type of control/practice, its placement, installation date, removal date, and any control/practice modifications on the project’s erosion control site plan.
Contractors SWPPP Certification Statement/Agreement – An agreement for contractors and subcontractors whose onsite duties include land disturbance activity, flatwork, good housekeeping practices, and sediment & erosion control practices. The contractors are required to submit signed copies to the permittee prior to initial work on site. This agreement states that the personnel responsible for these activities understand and agree to the terms and conditions set forth in the NPDES General Permit No.2, and that they are legally required under the Clean Water Act and Code of Iowa to comply with the storm water pollution prevention plan’s terms and conditions.
City of Iowa City’s Online SWPPP Management System - The City of Iowa City utilizes an online management system to convey and store the permittee’s inspection reports, documented violations, corrective actions, and required NPDES GP2 documentation electronic copies. This online management system provides a more efficient method of collaboration between City Officials and the permittee and replaces the onsite SWPPP box.
Prior to initiating a construction project, developers, general contractors, or 3rd party SWPPP inspectors, should contact the Iowa City Stormwater Specialist to set up a user and project account and to schedule an optional training session. The following information is required when requesting a project account:
- NPDES General Permit Authorization Number
- CSR Permit Number
- Copies of All Contractor/Subcontractor SWPPP Certifications
- Copy of the site’s SWPPP
- A list of site contacts to receive copies of the City’s quarterly NPDES GP2 inspection reports (information shall include name, contact number, and email add.)
- Contact info. for the onsite SWPPP inspector (information shall include name, contact number, and email add.)
