Pavement replacement shall be completed as weather permits before frost enters the soil surfaces in the fall and after the frost exits the soil in the spring. City officials will determine the starting time and the ending time for the “winter schedule”. The pavement replacement for water main breaks occurring in high traffic areas shall be replaced within 24 hours of notification to proceed with repairs.  City officials will determine what constitutes a “high traffic area”. Pavement replacement in other areas shall occur on a schedule as set by the City of Iowa City.
