Health Insurance

The City of Iowa City offers a self-funded health insurance plan administered by Wellmark. Permanent full-time and permanent part-time employees are eligible to elect single or family coverage.

  • Premium contribution: $55 single/$95 family. Part-time employees pay pro-rated premiums.
  • Deductible: $600 single/$800 family
  • Coinsurance: 10%
  • Out of pocket maximum: $1,000 single/$1,700 family
  • myIDcare voluntary no-cost identity protection service

Dental Insurance

The City of Iowa City offers a self-funded dental insurance plan administered by Delta Dental of Iowa. Permanent full-time and permanent part-time employees are eligible to elect single or family coverage.

  • Premium contribution: $0 single/$59.05 family for AFSCME, Administrative and Confidential employees; $0 single/$41.86 family for Fire Union and Police Union employees. Part-time employees pay pro-rated premiums.

Flexible Benefits Plan

Permanent full-time and part-time employees are eligible to participate in any or all of the tax savings benefits of the City’s Flexible Benefits Plan.  The plan operates on a calendar-year basis with open enrollment held each November for the following year.

  • Premium conversion
    Participation allows for health and dental premiums to be deducted from wages on a pre-tax basis.
  • Health Care Reimbursement
    Pre-tax dollars can be set aside for reimbursement of eligible health care expenses that are not paid by insurance. $2,500 maximum election.
  • Dependent Care Reimbursement
    Pre-tax dollars can be set aside for reimbursement of eligible child care expenses. $5,000 maximum election.

Group Life Insurance

All permanent full-time and part-time employees are provided group term life insurance coverage under the City of Iowa City’s group policy.

  • Policy valued at the employee’s annual salary rounded up to the nearest $1,000 provided at no cost to the employee.
  • Dependent life option: Employees may purchase $5,000 in life insurance coverage for spouse and dependent children for $1.68/month.

Supplemental Life Insurance 

All permanent full-time and permanent part-time employees have the option to purchase group term life insurance for themselves and their dependents in addition to the basic group term policy provided by the City.

  • Employees may purchase additional life insurance in $10,000 increments up to the greater of 6x their salary or $300,000.
  • Employees may purchase additional life insurance for their spouse in $10,000 increments up to $300,000 as long as they purchase an equivalent amount of coverage for themselves.
  • Employee and spouse premiums are determined by the age of the covered individual.
  • Employees may purchase additional life insurance for dependent children valued at $2,000, $5,000, or $10,000.
  • Evidence of insurability may be required for coverage elected after 30 days of employment or for amounts exceeding the guarantee issue amount.

Long Term Disability

The City of Iowa City provides long term disability coverage to eligible employees at no cost to the employee.

  • Eligible employees are permanent employees assigned to a position budgeted at .75FTE or greater, except employees covered under the Municipal Fire and Police Retirement System of Iowa.
  • Plan provides 60% of salary (up to a maximum of $3,000/month for AFSCME employees)
  • Benefit becomes payable upon the greater of the exhaustion of sick leave or 120 calendar days for qualifying employee health condition.

IPERS

The City participates in IPERS, or Iowa Public Employees’ Retirement System, a state administered retirement system.

  • Membership is mandatory for all permanent employees, except sworn Police and Fire employees covered under MFPRSI.

MFPRSI

Sworn Police and Fire employees participate in MFPRSI, or Municipal Fire and Police Retirement System of Iowa, a state administered retirement system.

    • Employee: 9.4%
    • City: 25.68%

Deferred Compensation Plan

The City of Iowa City offers a voluntary deferred compensation 457 retirement plan.

  • Employees may make pre-tax contributions to a 457 retirement plan.  A post-tax Roth IRA option is also available.
  • Minimum election amount is $10 per pay period.
  • The City does not make any matching contributions.
  • Participants specify how contributions are to be invested.


Employee Assistance Program

The City of Iowa City sponsors an employee assistance program to all permanent employees and their family members. EAP services are provided by Synchrony Services.

  • Confidential counseling and referral services.  City receives utilization statistics regarding number of individuals utilizing the service only. No information is provided identifying individuals and the nature of services received.
  • Individuals may be seen up to six times at no cost.
