Quality, usable building stock is important to the social, historic, commercial, and cultural fabric of the community. The Building Change Grant Program (BCGP) aims to revitalize buildings in the Downtown, Northside Marketplace, Riverfront Crossings, and Towncrest areas for enhanced economic viability, sustainability, tax value, historic preservation, and aesthetics.

Who can apply

Existing buildings located in one of the following areas:

And must meet one of the following criteria:

  • Commercially taxed property
  • Mixed-use buildings with a commercial component (e.g. commercial on the ground floor with residential above); or
  • Vacant commercial properties proposed for adaptive reuse, as allowed by City Code

Applicants may be the property owner or a tenant with the owner’s consent.

How to apply

Deadline: Monday, November 17, 2025 by 3:00 p.m.

Apply online: BCGP online application form. 

Applications may be submitted by the property owner or tenant (tenant applications require letter of consent from the property owner)

What's eligible

Eligible expenses include materials, equipment, and labor for construction and installation of the following:

  • Façade Renovations: Historic and non-historic exterior, façade, and signage improvements.
  • Accessibility Improvements: Entryways, elevators, or other interior modifications to improve ADA access.
  • Reactivation of Underutilized Space: Renovation of underutilized upper levels or vacant storefronts, which may include conversion of vacant commercial properties to new residential or mixed-use as allowed by City Code.
  • Energy Efficiency Upgrades: HVAC, building automation systems, lighting, insulation, high performance glass, reflective roof coverings, mechanical upgrades, alternative refrigerant systems, and solar power.
    • Installation of solar arrays will be considered only if paired with an actual energy efficiency improvement. While solar reduces your electric bill, it does not directly reduce energy consumption, which is a goal of this grant program.
