The Iowa City Housing Authority (ICHA) is providing an update on how the ongoing federal government shutdown impacts the Housing Choice Voucher (HCV) program.
At this time, ICHA has confirmed funding to make all Housing Assistance Payments (HAP) to landlords through December 31, 2025. Beyond that date, ICHA is awaiting further guidance from the U.S. Department of Housing and Urban Development (HUD) and have been advised that HUD and Congress are working on longer-term solutions to prevent interruptions.
Keeping families stably housed is our top priority. We will keep both tenants and landlords informed as we learn more.
The ICHA has also sent a letter to all clients who are a part of the HCV program on Oct. 1, 2025. The letter can be read in-full online.
Key points for HCV participants and landlords
- HAP payments:
- ICHA will make all HAP payments through Dec. 31, 2025. For any period after that date, ICHA is awaiting direction from HUD and will share updates as they become available.
- Tenant rent responsibility remains:
- Tenants must continue paying their tenant portion of rent on time and keep receipts. Under federal regulations (24 CFR 982.310(b)), landlords may not evict a tenant for non-payment if the tenant has paid their portion, even if a HAP payment is delayed.
- Tenants who receive a non-payment notice despite paying their portion should contact Iowa Legal Aid at 319-351-6570.
- ICHA operations continue:
- ICHA remains open with normal business hours. Tenants should continue to report any changes in income and family composition as usual.
- Landlord communication:
- ICHA is sending a companion notice to all HCV landlords with the same information.
